AMERICAN GEOLOGICAL SERVICES_ INC .
— - Environmental, Geological, and Natural Resource Consultants
-- Colorado Californ-ia Virginia Hawaii SaipanT,t
June 22, 2000 =c,
Mr. Marty Hartzellro
w;
Associate Engineering Geologist
Regional Water Quality Control Board
3443 Routier Road, Suite A
Sacramento, CA 95827-3003 '
RE; Tracy Cold Storage, Tracy, California.
Site Code 505329
Dear Mr. Hartzell,
American Geological Services conducted testing on the two water supply wells at the
Tracy Cold Storage site in order to address the concerns outlined in your letter dated
February 7, 2000. It is our conclusion that the data generated during the course of the
investigation and remediation of this site effectively demonstrate that no impact to the
lower aquifer has occurred to date, and that a minor change in the operation of the two
wells will effectively eliminate any remaining potential risk to the aquifer in a cost-
effective manner.
The two water supply wells provide all of the water required at the site. The North Well,
j installed in 1984, has been used as a supplemental water source and is critical as a backup
water supply for the cold storage plant. During recent flow monitoring performed on
both wells, the North Well was temporarily operated as the primary well, changing the
South Well to produce as the supplemental well. These tests showed that the North
Well's larger pump produced most of the necessary water, minimizing the volume needed
from the South Well, while retaining the redundant water supply required at the site.
i
American Geological Services, on .behalf of Western Refrigerating & Cold Storage, is
requesting that the Case Closure Request be reconsidered in light of the information
outlined below. It is our conclusion that the.South Well represents a minimal long-term
risk to ground water-quality and that the abandonment of the South Well, together with
the required reinstallation of a water supply well, would not be cost-effective.
• Well water usage at the site has been monitored over the past several months. The
refrigerated warehouse operation is highly dependent on a reliable source of water,
therefore, the redundancy of two wells must be maintained.
k
Telephone (209) 532-8021 14847 Mono Way, Sonora, CA 95370 FAX(209) 532-3809
