Due to two active water supply wells within the area
of known groundwater contamination,we did not concur with the recommendation, and a nonconcurrence letter
(copy attached)was sent to the County. In our letter, we stated that for concurrence, "Tracy Cold Storage must
demonstrate that the South Well does not act as a conduit for overlying contamination to degrade existing
groundwater supplies. This may be accomplished by providing construction information for the South Well
including the total depth, the screened or open interval, and the depth of a sanitary seal."
In the 22 June 2000 AGS letter, AGS stated that the South Well represents a minimal long-term risk to
groundwater quality, that no available construction data is available for the South Well, and that a video log
would not provide information regarding the placement or condition of the well seal. We disagree.
Our experience shows that well logging companies can run a sonic tool into wells and complete a cement-bond
log, capable of detecting the presence and depth of a cement seal. In addition, a video log will provide
information on the overall condition of the well casing (including the presence or absence of holes or corrosion),
the location of perforations (if any), and the total depth of the well. Once Tracy Cold Storage submits a report
providing the well construction details for the South Well,Board and County staffs can evaluate the data
presented and determine if additional work is needed for site closure.
If you have any questions, please call me at(916)255-3115.
L°
Marty H rtzell
Associate Engineering Geologist
Enclosure
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Division, Stockton(w/o enclosures)
Mr. Glen White, American Geological Services, 14847 Mono Way, Sonora, CA 95370 (w/enclosures)
California Environmental Protection Agency
Ca Recycled Paper
