Box 388 • Stockton, CA 33 <br /> 209/468-3420 <br /> NOV 13 1996 <br /> DOUG SCHNEEBERGER <br /> WESTERN REFRIGERATING & COLD STORAGE COMPANY <br /> 5100 N FEDERAL HIGHWAY SUITE 412 <br /> FORT LAUDERDALE FL 33308 <br /> RE: Tracy Cold Storage SITE CODE: 505329 <br /> 24500 MacArthur <br /> Tracy, CA <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed the "Quarterly Report Ground Water Sampling" dated July <br /> 22, 1996 and the "Report Additional Soil and Ground Water Investigation" dated <br /> August 22, 1996, prepared by American Geological Servies, Inc. for the above <br /> referenced site. <br /> PHS/EHD agrees that excavation of contaminated soils would be a technically <br /> feasible and cost effective alternative for this site. On site aeration of <br /> contaminated soils can be permitted by the San Joaquin Valley Unified Air <br /> Pollution Control District so this method of treatment of the soils should be <br /> investigated. <br /> Monitoring well MWi will have to be destroyed prior to excavation of the <br /> former tank pit area. PHS/EHD agrees that MW2 and MW3 should be destroyed and <br /> recommends that MW1 be destroyed at the same time. Monitoring well MW1 should <br /> be replaced with a monitoring well that is placed downgradient between the <br /> former tank location and the production wells. <br /> Semi annual sampling of the monitoring wells will be decided after corrective <br /> action has occurred. <br /> A Corrective Action Plan (CAP) as discussed in the California Code of <br /> Regulations, Title 23, Division 3, Chapter 16, Section 2725 (d) should be <br /> submitted to PHS/EHD by January 15, 1997.
