Please submit a closure workplan to PHS/EHD for review and <br /> approval before 5:00pm,July 21,2000. The workplan should address site characterization, disposal well <br /> destruction and the removal of contents from any drain, drain line, and disposal well and determine <br /> appropriate disposal methods based on the results of sample analyses. The owner is ultimately responsible <br /> for proper disposal of all wastes, and should carefully review all arrangements for disposal to ensure <br /> compliance with federal,state and local regulatory requirements. <br /> PHS/EHD requests that you contract with an environmental assessment and remediation consultant staffed <br /> with appropriately registered professionals to assist you in the process of closing the existing disposal <br /> wells. Enclosed is a copy of the USEPA—Region 9 "Guidelines for Closure of Shallow Disposal Wells" <br /> (1992). Please read the guidance document in its entirety. Section II, page 5 of the USEPA Guidelines <br /> are critical to the success of your disposal well closure process, particularly the professional <br /> engineer/registered geologist and certification statement requirements. Please note the guidelines <br /> attached meet general federal requirements. California waste characterization methodologies are <br /> often different than federal standards, see California Code of Regulations (CCR) Title 22, Division <br /> 4.5,Chapter 11 for details regarding waste analysis requirements at your site. <br /> PHS/EHD has implemented a Local Agency Groundwater Protection/Underground Injection Control <br /> Program fully endorsed by the United States Environmental Protection Agency (USEPA) in accordance <br /> with guidelines prepared by USEPA Region 9.
