Facility does not have a tank assessment for the used oil tank and used coolant tank inside the vault of the quick lube shop. The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. Immediately have an assessment prepared for theused oil tank and used coolant tank inside the vault of the quick lube shop. Submit a schedule showing when this will be accomplished to the EHD. This is a repeat violation, Class 1. 601 CCR 66262.34(a) Stored hazardous waste on site longer than 90 days without a permit or authorization. The tank of used coolant in the vault of the quick lube shop has an accumulation start date of 4-10-14. This waste has been on site longer than 90 days. Facilities who generate more than 1000 kg of hazardous waste per month may store waste on site up to 90 days. Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. This is a repeat violation, Class Il. 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. In the service shop, a container of hazardous waste lead wheel weights lacked the required hazardous waste label information. In the service shop, a container of hazardous waste metal fines lacked an accumulation start date. In the auto body shop, two drums of hazardous waste paint lacked the required hazardous waste label information. All hazardous waste containers shall be marked with the following information: -the words "Hazardous Waste" - name and address of generator - hazardous properties - physical state -composition (contents) - accumulation start date Immediately label these containers and ensure that all containers are marked with all the required information. Since it cannot be determined how long the hazardous waste lead wheel weights, metal fines, and paint have been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. This is a repeat violation, Class Il. 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. In the quick lube shop, the drum of drained used oil filters lacked an accumulation start date. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start date. Immediately add the accumulation start date and ensure that all used oil filters are managed in this way. This is a repeat violation, Class II. Overall Inspection Comments: On site to conduct a routine hazardous waste inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 3-27-15.
