L & M OPERABLE UNIT-THIRD QUARTER 2013 SITE STATUS, REMEDIAL SUMMARY, <br /> AND GROUNDWATER MONITORING REPORT <br /> Introduction <br /> November 1, 2013 <br /> 1.0 Introduction <br /> On behalf of Chevron Environmental Management Company (CEMC) and Phillips 66 (P66), <br /> Stantec Consulting Services Inc. (Stantec) has prepared this report in accordance with the <br /> Central Valley Regional Water Quality Control Board (RWQCB-CVR) Monitoring and Reporting <br /> Program (MRP) No. R5-2012-0805 (Appendix A) for the L&M Operable Unit (OU) located <br /> adjacent to and along the eastern boundary of the Delta View Apartments (802 West Weber <br /> Avenue) and west of the North Lincoln Street and West Weber Avenue cross road in San <br /> Joaquin County, California (the "Site"; Figure 1). This report presents a discussion of the Site <br /> background, groundwater elevations and analytical results, a summary of remedial activities and <br /> soil vapor well sampling results for third quarter 2013 (3Q13), and a summary of the trends of <br /> petroleum hydrocarbon concentrations in groundwater. <br /> 1.1 SITE DESCRIPTION <br /> This 3Q13 report describes activities conducted on behalf of CEMC and P66 for the Site. The <br /> Site is currently owned by the City of Stockton, which refers to the Site and surrounding area as <br /> "Parcel 2A". The Site currently consists of relatively flat, fallow land and is mostly undeveloped <br /> except for the Delta View Apartments (formerly the Delta Gateway Apartments) located on the <br /> western and southern portion of the Site. A State Department of Motor Vehicles (DMV) building <br /> resides to the southeast of the Site. The Stockton Deep Water Channel, Weber Avenue, and an <br /> office building complex are located north of the Site. The Mormon Slough, Work Net building, <br /> and a children's museum are located to the southwest, south, and east of the Site, respectively. <br /> During a December 2, 2002 meeting with the RWQCB-CVR, environmental management of the <br /> Site was divided into three operable units (OUs): L&M OU; Unocal OU (UOU); and Morton OU <br /> (MOU). The L&M OU was established to direct investigations in the area south of West Weber <br /> Avenue, west of the midline of the former Harrison Street, east of North Edison, and north of <br /> former Main Street (Appendix A). This OU includes monitoring wells MW-9, 2AMW-12 through <br /> 2AMW-14, MW-16 through MW-28, MW-31, MW-34, MW-42 through MW-52, and MW-54 <br /> through MW-74. The OU also includes dual phase extraction (DPE) wells DPE-1 through <br /> DPE-13; the DPE network once included well MW-40 which was converted to a DPE well <br /> permanently during the second quarter 2007, but was abandoned during the fourth quarter 2008 <br /> due to the City of Stockton's excavation activities at the UOU. DPE wells are not monitored and <br /> sampled on a quarterly basis in accordance with the MRP No. R5-2012-0805. The UOU was <br /> established to direct investigations from West Weber Street south to the former Main Street and <br /> from the midline of the former Harrison Street east to Lincoln Street. The UOU includes <br /> monitoring wells MW-3, MW-7, MW-37 and MW-38 and environmental monitoring of the UOU is <br /> the responsibility of the City of Stockton under a separate MRP. The MOU was established to <br /> direct investigations from the middle of the former Main Street down to the southern boundary of <br /> 4 5ta ntec 1.1 <br />
