LC CORNERSTONE • •
EARTH GROUP
WORK PLAN
Presented below is a summary of the site history and the proposed scope of work related to the
drilling permit application.
Based on information obtained during out Phase I w
environmental site assessment, the site likely was
undeveloped land or used for agricultural purposes
prior to 1942. A government owned magnesium .»
plant was constructed at the Site in 1942 to support
World War II efforts. The plant was operated by
Permanente Metals Corporation (aka, Kaiser u
Magnesium Company) until 1944. It was reactivated ,.
between 1951 and 1953 to support Korean War
efforts. During the mid-1950s, a portion of the facility
was leased by the government to Western Pyromet
Corporation for titanium production; it appears that
mainly experimental pilot testing work was performed
by Western Pyromet. In 1960, the Site was purchased from the government by Max Rouse &
Sons. During the early 1960s, it was occupied by Buyers Bargain Barn and used as an
apparent flea market for retail items. Zoecon (a division of Occidental Chemical) reportedly
used the property for fertilizer storage and bagging in the 1970s to the early 1980s. Subsequent
tenants appear to have included Biorecycling Technologies, Inc. (BTI)and Weaver Industries
who reportedly conducted green waste recycling and mulching operations at the Site.
Mr. Nasser Massih reportedly purchased the Site in 2000. The remaining magnesium plant
buildings were demolished in 2002. Several building pads subsequently were rough graded and
various below ground utilities, associated utility vaults, and a wood-framed fire pump shed were
installed in preparation for planned development; a storm water detention pond and two
associated concrete-block sheds also were constructed at the northwest corner of the Site.
• • • • -
Pre-Field Activities
We will contact Underground Service Alert (USA)to notify them of the approximate
drilling/potholing locations. Please note that USA will not locate utilities on private property.
Therefore, our fees include the use of a private utility locator to help locate utilities, if any, in the
exploration area. We are not responsible for damage to underground structures.
Ground Water Quality Evaluation
Our field geologist or engineer will direct a subsurface investigation and advance seven
exploratory borings to an approximate depth of 25 feet. The investigation will be conducted
using a truck-mounted drill rig equipped with direct push technology. The primary goal of this
199-1-2 Page 1 11/28/2007
