The State Water Resource Control
Board (SWRCB) will invoice you directly for activities performed under the auspices of
the Local UST Oversight Program. The goal of the site evaluation performed by Public
Health Services Environmental Health Division (PHS-EHD) is to certify closures of
underground storage tank leakage sites pursuant to California Code of Regulations,
Division 3, Chapter 16, Article 11 (Corrective Action Regulations). These regulations
govern the investigation and mitigation activities at leaking underground storage tank
sites. To obtain a copy, please contact the SWRCB at (916) 657-2390. Closure
certification occurs only after mitigation activities are completed.
The results of the soil sampling conducted at the time of the 1988 tank removal at the •
site indicated contamination. In order to evaluate the threat this contamination may
pose to human health and the environment, now and in the future, additional
investigation on the extent of the contamination is required. Therefore, to initiate this
investigation, please submit a workplan to PHS-EHD by December 16, 1996.
PHS-EHD recommends the installation of a soil boring through the former tank pit as a
starting point in this investigation. Should this boring indicate vertical spreading to
groundwater (the water table in the area is approximately at 20 feet below ground
surface) additional soil borings and/or groundwater monitoring wells may be required.
A Division of San Joaquin County Health Care Services
