(IBC) purchased the assets of the former Dolly Madison Bakery, who
leased the building from Francis Freedman Levine from 1982 to 1988. Lorrie Green inherited
the property from the Francis Freedman Levine Trust in 1989, and transferred title to the
property in March 1999 to Jason Hunt (DBA Temple of Deliverance Church of God in Christ).
Jason Hunt sold the property to Timothy Kong in May 2003. The Regional Board Executive
Officer issue Cleanup and Abatement Order R5-2007-0725 on 5 October 2007 due to the
need for additional work and the pending IBC bankruptcy.
IBC (DBA Dolly Madison) removed one 1,000-gallon gasoline underground storage tank on
27 July 1988. Confirmation soil sampling revealed contamination of Total Petroleum
Hydrocarbons as gasoline (TPHg) was detected at 95 milligrams per kilogram (mg/kg),
Xylenes at 3 mg/kg, and Lead at 138 mg/kg in one soil sample taken from the UST
excavation. Maximum results of soil and groundwater investigations conducted from 1997 to
2010 are summarized in the table below.
Date TPH9 B T E X Pb MTBE TBA 1,2-DCA TOC
2-97 1,080 9.5 35.1 16.8 76.3 158 2.9 NA NA 414
3-97 18,000 4,400 2800 890 1,200 NA <2.0 <100 NA NA
12-07 130,000 2,600 21,000 5,300 26,800 NA 45 14 4.9 NA
10-10 840 <0.5 4.8 7.9 96 NA 90 130 7.5 NA
TPHg=total petroleum In as gasoline TPHd=as diesel TPI-Imo=as motor oil B=benzene T=toluene E=ethylbenzene
X=xylenes Pb' =soil WET lead Pb=water total lead MTBE=methyl tert butyl ether TBA=tert butyl alcohol 1,2-DCA= 1,2-
dichloroethane TOC=total organic carbon NA= not analyzed
1 =soil concentrations reported in milligrams per kilogram (mg/kg) 2=groundwater concentrations in micrograms per Liter(ug/L)
3=deeper aquifer wells impacted by offsite sourced MTBE plume migration
California Environmental Protection Agency
cYecycled Paper
