Lincoln St. ry 3 - <br /> Stockton, San Joaquin County 29 April 2011 <br /> Public Participation <br /> Public participation was conducted from 26 December 2010 to 1 February 2011 with one <br /> adverse comment. The comment.from the consultant to Chevron, Shell, ARCO and Sara Lee <br /> to conduct additional investigation of groundwater was <br /> reviewed by'staff and found to not merit <br /> tconsideration since the Site plume been � <br /> remediated sufficiently to allow petroleum <br /> hydrocarbons concentrations to demonstrate a declining trend that will reach water quality <br /> goals within a reasonable time frame. <br /> Summary and Recommendations <br /> Timothy Kong has complied with all of the requirements in CAO R5-2007=0725 and Regional <br /> Board staff letters. Concentrations of petroleum hydrocarbons in groundwater decreased <br /> _significantly between_2009 and 2010. The petroleum hydrocarbons plume will reach WQGs in <br /> 2011. Residual soil contamination poses minimal risk#o sensitive receptors, human health., or <br /> other beneficial uses of groundwater in the area. Based on the minimal residual <br /> contamination in soil,"lack of threats from vapor intrusion, declining soil concentrations, <br /> compliance with the tasks of Regional Board directives, and a well defined vertical and lateral <br /> extent of pollution, no further action is warranted for the Site. Staff recommends closure of <br /> this Site. The required public participation comment period was conducted with one adverse <br /> comment from the consultant for the neighboring USTs sites, requesting postponing closure <br /> until an additional investigation for a data gap was completed at the Site. The comment was <br /> determined to not be substantial as sufficient investigation has been completed to support Site <br /> closure. The monitoring wells (MW-1 through MW-19 and SGW-1 through SGW-5) and <br /> remediation wells (VW-1 through VW-6 and AS-1 through AS-4) were properly abandoned on <br /> 23 March 2011. The RP and San Joaquin County Environmental Health Department concur <br /> with case closure. <br /> Attachments: Attachment 1: Site Location Figure 1 <br /> Attachment 2: Site Plan with borings and monitoring well locations <br />
