Box K <br /> Victor, CA 95253 <br /> SUBJECT: Vaulted Transformer Oil Spill at 8004 Lorraine Ave., Stockton CA, (APN 09058006) <br /> Complaint ID: C00027.158 <br /> The San Joaquin County Environmental Health Department(EHD)was notified on October 16,2007 by <br /> Jeff Smeenk with Stockton Fire Dept.that a Transformer Oil spill occurred at the above address on <br /> October 16, 2007. Ray von Flue and Muniappa Naidu of the EHD investigated the spill site with Michelle <br /> Le representing P.G. & E. on October 16, 2007. An electrical transformer located in a vault between the <br /> street and the sidewalk over pressurized and released the entire contents of foully-two gallons of <br /> transformer oil into the vault and an underground electrical conduit. A fire had also occurred from the <br /> explosion. Clean up efforts were conducted by P.G. &E. employees which removed the majority of the <br /> transformer oil and water from the vault and electrical conduit. The transformer oil was sampled and <br /> determined to be less than one part per billion of PCB, per Michelle Le. P.G.&E.also hired a clean up <br /> contractor to rinse the street and nearby catch basin later that evening. However the vault that the <br /> transformer is housed in was found to have a small collection sump that has a hole in it that drains to the <br /> soil underneath the vault. Further investigation is needed to confirm that transformer oil was not released <br /> to the soil underneath the vault, as well as from the electrical conduit running to the adjacent vault to the <br /> north. <br /> Violation: As of this date, the Pacific Gas and Electric Co.has not taken any corrective actions to <br /> investigate the spill from the transformer at the site. Please be advised that disposal of hazardous waste <br /> at an unauthorized point is a violation of Health and Safety Code§25189.5. <br /> Corrective Action: As the transformer oil spill was not abated as part of emergency response <br /> actions,the EHD is referring the oversight of the investigation and cleanup to the Department of <br /> Toxic Substances Control (DTSC) and the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). Please contact Tim Miles of DTSC at(916)255-3710 to determine proper oversight. <br /> A"Notification of Hazardous Waste Discharge"report was filed on October 22, 2007 with the DTSC and <br /> the CVRWQCB pursuant to Health and Safety Code §25180.7. The site was also placed on the list of <br /> hazardous waste contaminated sites in San Joaquin County that is maintained by the EHD. <br />
