This letter describes the <br /> rationale and scope of work for a limited Phase II investigation at Ro-Lab American Rubber <br /> Company (RLA), located at 8830 and 8872 West Linne Road in Tracy, California (the "site", <br /> Figure 1). <br /> Phase I Environmental Site Assessments were completed at the site by Transaction <br /> Management Corporation, Inc. (TMC) in October 2008 and by ENVIRON International <br /> Corporation (ENVIRON) in late 2011. ENVIRON'S Phase I ESA identified four septic systems <br /> and associated leach fields at the site that are reported to receive only sanitary wastewater. <br /> This limited Phase II investigation is intended to investigate soil conditions in the vicinity of the <br /> septic system leach fields, as well as groundwater quality downgradient of the main chemical <br /> use areas. <br /> Background <br /> RLA leases and operates a rubber and urethane parts and components manufacturing facility <br /> located at 8830 and 8872 West Linne Road in Tracy, California. The approximately 9.7-acre, <br /> irregularly-shaped property is developed with five one-story buildings, including four industrial <br /> buildings and one office building, totaling approximately 76,650 square feet. Other site <br /> structures include a water tank, two three-sided storage structures along the western side of the <br /> site, three pad-mounted transformers, and a rail spur along the western edge. The facility also <br /> maintains two on-site water wells, both on the southeastern corner of the site. Two storm water <br /> infiltration ponds are located on-site, on the northeastern and southwestern ends. <br /> Based on the 2011 Phase I ESA, portions of the site buildings were constructed in the 1930s or <br /> 1940s associated with tomato packaging activities performed on-site at that time. RLA began <br /> leasing a portion of the site for rubber and urethane parts and components manufacturing <br /> operations in about 1978, and at that time a different portion of the site was occupied by a tire <br /> retreading operation.
