Linne Road, Tracy EHD Site Code: 2070 <br /> PUBLIC COMMENT PERIOD: 60 Days — from April 27, 2015 to June 26, 2015 <br /> CASE SUMMARY: <br /> The EHD, in consultation with the Central Valley Regional Water Quality Control Board (CVRWQCB) , <br /> has considered the findings and recommendations provided in reports of investigation prepared by <br /> Antea Group (Antea) on behalf of Mr. John Muniz, Jr. , property owner and responsible party. Under the <br /> regulatory oversight of the EHD, Antea has investigated the impact on soil and groundwater, and has <br /> compared the results to contaminant concentration limits established in various authoritative guidance <br /> documents in regard to potential health concerns at the subject Site related to an unauthorized release <br /> (UAR) of gasoline from an underground storage tank (UST) system formerly located on the site. The <br /> UAR from the UST system was discovered in November 2012 when the tanks were removed . The soil <br /> and groundwater investigations were conducted from November 2012 to February 2014. Currently <br /> there is no active UST system on the Site. <br /> As a result of their investigations, Antea has concluded that the petroleum hydrocarbons reported in soil <br /> during the UST removals are limited in lateral and vertical extent and do not threaten groundwater and <br /> are not a source of groundwater contamination; the onsite sensitive receptor (domestic water well) has <br /> not been impacted; the secondary source of residual petroleum hydrocarbons in soil is minimal and <br /> likely to naturally attenuate within a reasonable time period; in the absence of free product and benzene <br /> in soil and groundwater, vapor intrusion to indoor air is not considered a threat to human health on the <br /> site; and the lack of benzene and detection of ethylbenzene in only one soil sample within the upper 10 <br /> feet of soil suggests there is little risk to human health or the environment from direct contact or <br /> exposure to outdoor air. Antea has recommended that the site (case) be closed and no further action <br /> (be) required. <br /> No estimate of the residual contaminant mass in soil was made, but the limited data is consistent with a <br /> minor mass in soil that is not likely to have migrated offsite. Antea has concluded that natural <br /> attenuation is the most cost-effective remedial technology to employ to complete remediation for the <br /> small residual mass on the site. No estimate of time for contaminant masses or concentrations to <br /> achieve background levels was provided . <br />
