In the Report, Antea presented analytical results from soil samples
collected during the removal of two underground storage tanks in November 2012, and
advancing two soil borings, SB- 1 and SB-2 , to total depths of twenty feet below surface grade
(bsg) and ten feet bsg, respectively, at locations illustrated on Figure 2 of the Report. Antea
included analytical results from groundwater samples collected from the domestic well located
at the site , presented a low-risk case closure evaluation demonstrating how this site meets the
Low-threat Underground Storage Tank Case Closure Policy (LTCP) criteria and recommended
that "the site be closed and no further action be required" .
Except for lead reported at concentrations as high as eleven milligrams per kilogram , gasoline
constituents [that included purgeable gasoline range organics (TPH-P); benzene, toluene,
ethylbenzene and total xylenes (BTEX); methyl tertiary-butyl ether (MTBE) and
1 , 2-dichloroethane (1 , 2-DCA)] were not detected in the two soil and one groundwater sample.
Based on these analytical results, the EHD concurs that this site should be moved to closure.
The EHD has discussed this case with the California Regional Water Quality Control Board
Central Valley Region (Regional Board) and has prepared a case closure summary to be
submitted to the Regional Board for closure notification . The Regional Board will have thirty
days to respond to the closure recommendation by the EHD.
As required by the LTCP, "municipal and county water districts, water replenishment districts,
special act districts with groundwater management authority, agencies with authority to issue
building permits for land affected by the petroleum release, owners and occupants of the
property impacted by the petroleum release, and the owners and occupants of all parcels
adjacent to the impacted property" must be notified of the pending case closure and of their
opportunity to submit comments or questions regarding the pending closure to this agency.
Those to be notified include, but are not limited to, City of Tracy Water Utilities and San Joaquin
County Public Works Utilities Maintenance, Comments should be directed to Vicki McCartney,
