He knows the area and immediately knew who owned the nearest domestic wells near the property.
The closest is located approximately 375 feet south of the UST area . He contacted the owner, Mr. Anthony
Prejean and told him the County wanted him to sample the closest neighboring well (s) to rule out the possibility
of migration of gasoline from his USTs. According to John, Mr. Prejean was adamant that he did not want his
well tested . We asked John to write up notes of that conversation to document it for you. Instead he asked Mr.
Prejean to write his own explanation . His letter is attached for your review. He declines to have his well tested
at this time .
Mr. Prejean also states personal knowledge that groundwater flows from south to north, which would make his
well upgradient of the former Country Market UST's. Antea Group also researched the regional groundwater
flow direction. While a detailed hydrogeologic evaluation was beyond the scope or budget available, we found
reports from two cleanup sites, one located south (Tracey Tire Fire), and one north, (Chevron TAOC Gravel Pits) .
Both reports, prepared by other consultants for other clients, state that groundwater flows north to northwest
in this area. That correlates with Mr. Prejean's knowledge and puts the two domestic wells on his map
upgradient of the site. The location maps for each site are attached . The links to those reports and relevant
excerpts from the text are included below at the end of this email . We also found that an unlined irrigation
canal is present south of the site, which could contribute to a northward groundwater flow direction in the
vicinity of the site. The
closest farmhouse where a well may have been, was approximately 1,300 feet north of the site. Between 1993
and 2005, the parcel located north of the site was developed into a transit station and is now mostly occupied
by parking lot. The parcel to the west appears to be a quarry. The Parcel located northwest of the site was
developed into residential parcels. It is unlikely that such a recent residential development would include
domestic wells however, and this area is supplied water by the City of Tracey
http ://www.water. ca .gov/u rba nwaterma n ageme nt/2010 uwmps/Tracy,%20City%20of/City/20of%20TracV%
202010%20U W M P-ma i n.pdf
The nearest residence in that direction is located approximately 310 feet northwest of the former UST area .
The closest known domestic well is also over 300 feet away also, and in the likely up gradient or cross gradient
direction as shown on Mr. Prejean's map (included with his letter) . All three features are more than 100 feet
12/18/2014
