The report was prepared to identify means to <br /> reduce the dissolved solids concentrations in effluent and is in response to a 6 May 2003 Notice of <br /> Violation for exceeding Waste Discharge Requirements Order No. R5-2002-0225, Effluent Limitation <br /> C.1, which limits total dissolved solids concentration in effluent to 1,300 mg/L. <br /> The report recommends replacement of the ion exchange water softener used for boiler feed water with a <br /> reverse osmosis water treatment system. Because reverse osmosis does not add dissolved solids to the <br /> wastewater concentration, this is an acceptable alternative. Please implement the recommendation as <br /> soon as possible. The Fall Creek report states the reverse osmosis system can be installed within <br /> 16-weeks of obtaining approval from the Regional Board; therefore, please submit a letter by 1 December <br /> 2003 showing that the system is installed and operational. Because the report also identifies a portion of <br /> the dissolved solid load attributable to "spilled salt solutions," an education program that informs Alpine <br /> Packing employees of the importance of preventing avoidable salt discharges is highly recommended. <br /> Please note that WDRs Discharge Specification B.1 limits the wastewater discharge at a monthly average <br /> maximum of 40,000 gallons per day. The proposed improvements will increase the wastewater flow rate; <br /> Alpine Packing should carefully monitor the flow rate to avoid exceeding the flow rate limit. <br /> If you have any questions on this information, please telephone me at (916)255-3116. <br /> TIMO R.
