CA 95227
TRANSMITTAL OF INSPECTION REPORT AND REQUEST FOR ADDITIONAL INFORMATION,
MOKELUMNE RIVER FISH INSTALLATION, CLEMENTS, SAN JOAQUIN COUNTY
Enclosed is a copy of the inspection report of the Mokelumne River Fish Installation (facility), conducted on
12 April 2000. The inspection included a meeting with you, review of the self-monitoring reports from July
1999 through February 2000, review of the existing waste discharge requirements for the facility, inspection
of the facility operations, and independent sample collection and analysis.
The inspection found the Discharger, for the most part, to be in compliance with the Waste Discharge
Requirements, Order No. 97-116. However the following discrepancies from the Order were noted:
1. Flow rates for Discharge 001 and 002 have not been recorded on the monthly self-monitoring
reports.
2. The current collection locations for samples "Discharge 001 and 002"presently meet the intent of the
Order for monitoring of the discharges. However, this sampling could be simplified and made
consistent with the Order.
The facility appeared to be adequately opel`ated and maintained at the time of the inspection. No violations
were noted during the inspection of the facility. Independent sampling and analysis by the Regional Board
verified the discharges to be within the allowable limits of the Waste Discharge Requirements.
Effective immediately, flow rate measurements for Discharge 001 and 002 shall be reported on the monthly
self-monitoring reports. Also, the Discharger shall simplify sampling of the two discharges to be
consistent with the Order. Discharge 001 shall be sampled from the grated floor drain of the fish
hatchery building. Discharge 002 shall be sampled from the diversion gate at the head of the fish ladder.
If you have any questions regarding this request or the attached inspection report, or require additional
information,please contact me at(916) 255-3022.
ROBERT S.FAGERNESS, P.E.
Associate Water Resources Control Engineer
California Environmental Protection Agency
ed Recycled Paper
