DTSC COMMENTS
REVISED PRELIMINARY ENVIRONMENTAL ASSESSMENT WORKPLAN
STOCKTON UNIFIED SCHOOL DISTIRICT
PROPOSED ALEX G. SPANOSCALIFORNIAELEMENTARY
MENTY SCHOOL SITE
STOCKTON
BACKGROUND
The proposed site is approximately 2.5 acres comprising one city block. The mixed
residential and commercial block includes single and multiple family residential
structures, constructed as early as 1937, on 15 of the 20 parcels. Parcel 149-085-19
was used as an automotive painting and then automotive repair shop in the 1930's, and
was used as a carpenters shop in 1895 and paint and printer storage facility in 1950.
Parcel 149-085-16 was used as the San Joaquin Mortuary from 1949 through 1985.
Parcel 149-085=02 was reportedly used to sell illegal drugs. Currently four parcels are
reported vacant. The site is surrounded by mixed residential and commercial sites.
During the August 15, 2005 scoping meeting between the Stockton Unified School
District (District) and the Department of Toxic Substances Control (DTSC), DTSC was
informed that an existing city park directly to the north of the site would be used as joint
use park. Historically, the park was the site of a former school and residential dwellings.
The Draft PEA Workplan indicates that the park area is no longer being considered as a
joint use park by the District.
The following DTSC staff have reviewed and provided comments herein to the draft
Preliminary Environmental Assessment Work Plan (PEA Workplan). Please contact the
Project Manager if you have any questions on the comments. Original comments from the
Human and Ecological Risk Division (HERD) are available for review in the DTSC project file.
Jose Luevano, Project Manager Brian Endlich, Ph.D., Project Toxicologist
Schools Unit— Sacramento Office Human & Ecological Risk Division
Department of Toxic Substances Control 88 0 Cal Center of Toxic
DriSubstances Control
Sacramento,
Cal Center Drive Sacramento, California 95826
Sacramento, California 95826 816.255.6627
ILuevano3
916.25 D_ BEndlichCa?dtsc ca.gov
(adtsc ca.gov
GENERAL COMMENTS:
1. Address and incorporate enclosed DTSC Project Manager and Project Toxicologist
comments. Submit two copies of a table with responses to the enclosed comments
and two copies of a revised final document by March 7, 2006 for DTSC review and
approval prior to starting fieldwork. The table should restate each comment and
provide the associated response. The response should specify where associated
changes will be made in the next version of the document.
