26 July 2001 <br /> AGE-NC Project No.01-0852 <br /> Page I I of 22 <br /> 1 two approximately 5,000-gallon tanks of caustic soda and one 10,000-gallon tank containing <br /> approximately 4,000 gallons of benzene; many of the other approximately 90 containers <br /> contained sulfuric acid and various petroleum products and appeared to be leaking or <br /> deteriorating(Photos 3 and 4). <br /> • In July 1996,DTSC provided onsite cleanup through testing and removal of 2,749 gallons <br /> of benzene, 410 gallons of waste alkali liquid, 400 gallons of sodium hydroxide and 150 <br /> pounds of solid hazardous waste. The DTSC reportedly tested areas of spillage at the <br /> property; however, testing at the site could not be verified by AGE. AGE contacted Mr. <br /> Arnie ,Sargent of DTSC's Emergency Response Division, who oversaw the emergency <br /> cleanup at the site. Mr. Sargent stated that: 1) no soil sampling was done at the site; the <br /> DTSC was only to perform emergency removal of the approximately 2,700 gallons of <br /> benzene and caustic soda;and 2)drums and other material on-site were not removed because <br /> "these materials were not under the interpretation of emergency removal." Mr. Sargent also <br /> stated that benzene was found in the piping associated with the tank.Mr. Sargent could not <br /> confirm nor deny if additional hazardous substances were present or spilled on the site during <br /> { the DTSC emergency removal of the hazardous or potentially hazardous materials. <br /> • Several photo graphs ofthe subject property taken by PHS-EHD in 1997 showed the presence <br /> J of additional tanks,their usage uncertain,that are no longer present on the property(Photos <br /> 5 and 6). At least one tank appears to have a secondary containment system around it(see <br /> 14i Photo 6); its Iocation cannot be determined from the photograph. <br /> • The property was sold via taut sale in 1998. In April 1999, the new owner retained Bovee <br /> Environmental Management (1999) to assess and remove all asbestos-containing material <br /> identified in on-site buildings of the subject property. <br /> f In August 1999, one 500-gallon gasoline TAT was removed and a bunker oil vault was <br /> closed-in-place.According to summary letters prepared by GeoMat Engineering,Inc.(1999) <br /> 7 and CKY Incorported(2000),no subsurface contamination was detected from the bunker oil <br /> vault;however,a small amount of gasoline(690 milligrams/kilogram)was detected,in a soil <br /> sample collected beneath the 500-gallon UST.The former tank area was subsequently over- <br /> excavated. Petroleum hydrocarbons were not detected in soil samples collected from the <br /> - floor of the excavated area. <br /> The property is currently listed as an active LUST site and will not be considered mitigated until the <br /> PHS-EHD receives a Closure Summary Report(CSR)documenting the extent of contamination and <br /> the remediation work completed at the site. Copper Enterprises has retained AGE to prepare a CSR. <br /> 4.2.
