Hazardous <br /> waste generators shall retain copies of all manifests signed off by the destination facility on site for three years and <br /> have them readily available for review. If the generator did not receive a copy of the manifest with the handwritten <br /> signature of the owner or operator of the facility to which the generator's waste was submitted within 35 days of the <br /> date the waste was accepted by the initial transporter, the generator shall contact the transporter and/or the owner or <br /> operator of the designated facility to determine the status of the waste. If the generator did not receive a copy of the <br /> signed off copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, the <br /> generator shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover letter <br /> signed by the generator explaining the efforts to locate the hazardous waste and the results of those efforts. <br /> Exception reports shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Seices Section <br /> P.O. Box 806 7 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of t�ie missing manifest or prepare and submit an exception report to DTSC. Submit to the <br /> EHD a copy of the signed off dopy of the manifest or a copy of the exception report submitted to DTSC. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 1, 2015. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov. Be sure to include <br /> your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant <br /> activities and required fields. <br /> Note: An open-top, steam cleaner clarifier pit was observed on site with oily pooling on top. The pit is made of <br /> concrete and is below-grade. According to Mr. Azevedo, this is a closed loop system, and the liquid is sometimes <br /> reused for cleaning. He stated that the clarifier pit is cleaned out approximately once a year and a sample is taken <br /> prior to disposal by Asbury Environmental. The records on site indicate that this waste is being disposed of as <br /> non-hazardous. Analytical results were available on site for waste metals in the liquid taken for testing; the results <br /> were non-hazardous.
