Main Street <br /> Stockton, CA 95202-3029 <br /> RE: Return to Compliance <br /> Dear Ms Rivera: <br /> Enclosed please find a signed Returned to Compliance Certification in regard to the issues you identified <br /> during your inspection on July 8, 2011. The following is a summary of work accomplished to date: <br /> • Notices to Comply#7—The metal fines were sampled and we have initial test results, but more <br /> testing is needed. The TTLC results were all below CCR Title 22 hazardous waste thresholds. <br /> However, some of the TTLC values were in excess of 10 times the STLC limits, so those metals <br /> are currently undergoing the STLC testing procedure. We plan to have a full hazardous waste <br /> determination submitted to your office by September 8, 2011. <br /> • Notice to Comply#32—A Registered Professional Engineer was commissioned to perform a <br /> tank assessment and his work is complete. Attached is a copy of the written tank assessment, <br /> including calculations. <br /> • Notice to Comply#45—A Hazardous Waste Contingency Plan has been developed for this <br /> facility. A copy of this plan along with evacuation maps is included. <br /> • Notice to Comply#49—As you know,the employees have been trained, however, we have not <br /> completed a written training program in accordance with CCR Title 22 regulations. We have <br /> made some progress on completing the written training program, but we still need more time to <br /> completely finalize the entire program. We plan to have the program finalized and submitted to <br /> your office by September 8, 2011. <br /> We appreciate your assistance in helping us to achieve our goal, which is to be in full compliance with all <br /> environmental laws and regulations, at a minimum.
