Hazardous
waste generators shall retain copies of all manifests signed off by the destination facility on site for three years and
have them readily available for review. If the generator did not receive a copy of the manifest with the handwritten
signature of the owner or operator of the facility to which the generator's waste was submitted within 35 days of the
date the waste was accepted by the initial transporter, the generator shall contact the transporter and/or the owner or
operator of the designated facility to determine the status of the waste. If the generator did not receive a copy of the
signed off copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, the
generator shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover letter
signed by the generator explaining the efforts to locate the hazardous waste and the results of those efforts.
Exception reports shall be submitted to:
DTSC Report Repository
Generator Information Services Section
P.O. Be sure to include
your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant
activities and required fields.
Note: An open-top, steam cleaner clarifier pit was observed on site with oily pooling on top. The pit is made of
concrete and is below-grade. According to Mr. Azevedo, this is a closed loop system, and the liquid is sometimes
reused for cleaning. He stated that the clarifier pit is cleaned out approximately once a year and a sample is taken
prior to disposal by Asbury Environmental. The records on site indicate that this waste is being disposed of as
non-hazardous. Analytical results were available on site for waste metals in the liquid taken for testing; the results
were non-hazardous. According to Hans with Asbury Environmental, the sample taken is a representative
composite sample of all phases present in the clarifier.
Provided: Return to Compliance Certification form, Schedule of free CUPA classes
Received by Inspector: Phone: Date:
(initial): Mau L64 STACY RIVERA, Senior REHS (209) 468-3440 07/02/2015
Page 5 of 6
