Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifest or prepare and submit an exception report to DISC. <br /> By 12-23-11, submit to the EHD a copy of the signed off copy of the manifest or a copy of the exception <br /> report submitted to DTSC. <br /> 127. The 2008 disposal records for spent lead acid batteries were not found on site. The generator shall <br /> retain, at the generator's place of business for at least three years, a legible copy of each manifest or bill <br /> of lading which identifies spent lead-acid storage batteries shipped to a person who stores the batteries <br /> or who uses, reuses, recycles or reclaims the batteries or their components. Immediately locate a copy <br /> of all manifests or bills of lading for spent lead acid batteries for 2008, maintain them on site, and submit <br /> copies to the EHD by 12-23-11. <br /> 128. Bills of lading for the recycling of used oil filters for 2008 were not found on site. A copy of each bill <br /> of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for <br /> used oil filters for 2008, maintain them on site, and submit copies to the EHD by 12-23-11. <br /> 132 & 503. Alan Meier stated that the hazardous waste tanks are only inspected once a week and that <br /> the weekly inspections are not documented. (a) The owner or operator shall inspect, where present, at <br /> least once each operating day: (1) overfill/spill control equipment (e.g., waste-feed cutoff systems, <br /> bypass systems, and drainage systems) to ensure that it is in good working order; (2) the aboveground <br /> portions of the tank system, if any, to detect corrosion or releases of waste; (3) data gathered from <br /> monitoring equipment and leak-detection equipment, (e.g., pressure and temperature gauges, <br /> monitoring wells) to ensure that the tank system is being operated according to its design; (4) the <br /> construction materials and the area immediately surrounding containment structures (e.g., dikes) to <br /> detect erosion or signs of releases of hazardous waste (e.g., wet spots, dead vegetation); and (5) for <br /> uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). (b) <br /> The owner or operator shall inspect cathodic protection systems, if present, according to, at a minimum, <br /> the following schedule to ensure that they are functioning properly: (1) the proper operation of the <br /> cathodic protection system shall be confirmed within six months after initial installation, and annually <br /> thereafter; and (2) all sources of impressed current shall be inspected and/or tested, as appropriate, at <br /> least bimonthly (i.e., every other month). (c) The owner or operator shall document in the operating <br /> record of the facility an inspection of those items in subsection (a) and (b) of this section.
