;f y
August 27, 1996
Page 3
removal of all known or suspected tanks, product piping, and debris will be obtained by
Chevron's contractor prior to the start of any work.
The specific scope of work is discussed below:
Waste Oil Tank and Sump Removal. One waste oil tank and one
waste oil and grease sump will be removed by a Chevron approved
contractor. Prior to removal, the waste oil tank and sump will be
triple rinsed by Erickson, Inc. Upon removal ,the waste oil UST will
be hauled by Erickson, Inc. for disposal at their Richmond facility. If
soil in the waste oil tank or sump area is found to be impacted by
petroleum hydrocarbons, some limited over-excavation may be
performed. During upcoming activities, PACIFIC will be onsite to
observe waste oil tank and sump removal activities. When existing
facilities are removed from the site,a PACIFIC representative will
collect soil samples from beneath the facilities in accordance with
San Joaquin County Public Health Department/Environmental
Health Division(SJCPHD)requirements. The samples will be
submitted under chain-of-custody to a California State-certified
analytical laboratoryfor analysis as described below. Additionally,
the soil samples will be qualitatively evaluated in the field using a
photo-ionization detector(PID). Upon receipt of sample results,
PACIFIC will prepare a letter report summarizing removal activities
and sampling results.
• Associated Product Piping Removal. According to the geophysical
report issued by NORCAL, no product lines were discovered. .
However,PACIFIC field staff will assess if any product lines still
exist during the excavation of the waste oil tank, the former UST pit,
and the locations of the anomalies identified'at the site by NORCAL.
If any product lines are encountered, the lines will be excavated and
removed, and the native soil beneath these lines will be sampled
every 20 lineal feet. Upon removal, any product lines will be hauled
by Erickson, Inc. for disposal at their Richmond facility. If soil in
the vicinity of any of the excavations is found to be impacted by
petroleum hydrocarbons, some limited over-excavation may be
performed.
• Former UST Pit Debris Excavation and Removal. PACIFIC will
oversee the removal of the backfill in the former gasoline UST pit.
Care will be taken to segregate concrete debris from the backfill soil.
Debris will be hauled offsite to an appropriate landfill. Soil from the
former gasoline UST complex will be aerated onsite and used as
backfill for the excavation. This soil will be stockpiled separately
9200391 AfWPLAN
