p� April 28, 1995 <br /> 95-11.04802 80 <br /> Hinaman Trust <br /> Attention Mc David Chinchen <br /> Subject REPORT - Preliminary Subsurface Investigation <br /> 2409 East Main Street <br /> Stockton, California <br /> Page 5 <br /> Tri-Regional Board Staff Recommendations for Preliminary Evaluation and Investigation <br /> of Underground Tank Sites (Tri-Board Recommendations) require soil or groundwater <br /> investigation when fuel leaks are indicated by nuisance conditions, by inventory losses, or by a <br /> confirmed failed tank system test Soil or groundwater testing is also required during routine <br /> tank removal During a routine tank removal, the collection of a specified number of soil <br /> samples from a maximum of two feet into the native soil beneath the USTs is required <br /> The remaining waste oil UST should be removed from the site MARK has solicited <br /> three subcontractor bids for the UST removal The bid responses will be submitted to you <br /> under separate cover <br /> Recommendations <br /> ■ The waste oil tank, associated pipelines, and waste oil sump should be removed <br /> Removal will require permitting through the Stockton Fire Department, the <br /> SJCHA, and possibly other regulatory agencies Soil samples should be collected <br /> 1 from the waste oil tank and sump areas to assess the underlying soil quality, <br /> ■ Samples of the native soil underlying the former USTs should be sampled and <br /> tested in accordance with SJCHA and Tri-Regional Board Staff <br /> Recommendations for Preliminary Evaluation and Investigation of Underground <br /> Tank Sites This work could be performed at the time of the removal of the <br /> waste oil tank, and <br /> ■ A copy of this report should be mailed by you to the SJCHA MARK <br /> recommends initiating a dialogue with the SJCHA to evaluate measures to be <br /> taken to obtain closure for the former and existing USTs Mr Ron Rowe, <br /> SJCHA, states he is willing to discuss a reasonable course of action for site <br /> closure <br /> Limitations <br /> This report has been prepared by MARK under the professional supervision of the <br /> Principal and senior staff whose seals and signatures appear hereon The findings, <br /> recommendations, specifications or professional opinions are presented, within the limits <br /> prescribed by the client, after being prepared in accordance with generally accepted professional <br /> engineering and geological practice There is no other warranty, either expressed or implied <br />
