A Corrective Action Plan (CAP) with a remedial system design (if full scale <br /> remediation is recommended) will be submitted after the soil and groundwater investigation <br /> report and the pilot study report are completed and if Regional Board staff concur that adequate <br /> investigation has occurred to move towards remediation. <br /> Note that the Site does not currently qualify for closure under the SWRCB Low Threat Closure <br /> Policy for the following reasons: <br /> General Criteria: <br /> • The unauthorized release does not consist entirely of petroleum. <br /> A site conceptual model that assesses the nature, extent, and mobility of the release has not <br /> been developed. <br /> Secondary source has not been removed to the extent practicable. <br /> • Groundwater: <br /> The length of the groundwater plume is unknown. <br /> Petroleum Vapor Intrusion to Indoor Air: TPH in the bioattenuation zone is >100 milligrams per <br /> kilogram. Benzene is > 100 ug/L. <br /> • The Workplan is necessary and appropriate to investigate the unauthorized release and to <br /> determine a cost effective and practical means to remediate the petroleum hydrocarbons at the <br /> Site, and is approved with the following conditions: <br /> • Soil sampling onsite is approved for up to eight (8) sample analyses per boring for the <br /> • characterization of the soil contamination, depending on site-specific conditions observed <br /> during drilling. Offsite soil sampling analyses, where there is no physical or PID evidence <br /> of soil contamination, is limited to up to four (4) samples analyzed for contamination, <br /> depending on site-specific conditions observed during drilling, or is contingent upon RDM <br /> contacting and providing Regional Board staff during the drilling event with the rationale <br /> • to increase the offsite number of soil samples analyzed for contamination per boring from <br /> the approved maximum of four (4) per offsite boring. <br /> • CPT-1 will include a sufficient number of vertically spaced water samples to determine <br /> vertical extent of the groundwater plume based on visual, olfactory, and PID readings of <br /> • the water sample(s), and the soil and groundwater investigation report will include the <br /> CPT-1 boring log with the lithology, field observations, and the grab groundwater sample <br /> locations. <br /> • All remaining soil and groundwater sample numbers of analyses are approved as written <br /> • in the Workplan <br /> • All laboratory analytical results for soil and water disposal required by the receiving <br /> facility and the hazardous waste manifests showing proper disposal of the investigative <br /> • <br />
