Marci Property Page 2 of 2 <br /> 2969 Loomis Road April 12, 2013 <br /> Stockton, California 95205 <br /> The San Joaquin County Well Standards require removing the well contents as the method of <br /> destruction if the well is in an area of known or suspected contamination. The EHD has <br /> reviewed the site soil data to determine if the wells proposed for destruction by pressure <br /> grouting qualify for that destruction method. Since total extractable petroleum hydrocarbons <br /> as diesel (TEPH-d) were detected in soil samples collected during the advancement of soil <br /> borings MW-104, MW-105 and EW-6, these three wells must be destroyed by drilling out and <br /> removing all the contents of the wells. <br /> In summation, <br /> • Drill out: MWA, MW-4 through MW-7, MW-104, MW-105, IWA, IW-101, EW-1 through <br /> EW-3, EW-101 through EW-103, AS-1, and EW-4 through EW-6; and <br /> • Pressure grout in place: MW-2, MW-3, MW-8 and MWA 06. <br /> The EHD directs that 25 psi of pressure be applied for a minimum of ten minutes when <br /> pressure grouting, and that the manifests for waste disposal be included in the well <br /> destruction report of findings. <br /> With these conditions the EHD approves the work plan to destroy the wells at this site. Please <br /> submit a Well and Boring Permit Application, Master File Record form, and appropriate fees. <br /> The permit fee for the destruction of each well is $125.00, along with a $375.00 Inspection <br /> Activity fee per parcel. Since 23 wells currently are installed on one parcel, a fee of$3,250.00 <br /> will be required for the well destruction permit. <br /> Please provide the EHD certification in writing that all record owners of fee title to the above- <br /> referenced site have been notified of your request for closure. This is in accordance with <br /> Section 25297.15 of the California Health and Safety Code. Submit a complete list of record <br /> owners of fee title and their mailing addresses to the EHD. If you are the sole landowner, <br /> provide a statement to this effect to the EHD.
