Kirk Larson, PG, and Robert Trommer, C'HG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento, CA 95814 <br /> Subject: 2969 Loomis Road E., Stockton, CA <br /> Annual Five-Year Review Update Response CUF Claim # 7709 <br /> San Joaquin County Environmental Health`Department (EHD) has received and reviewed the <br /> fourth annual five-year review update letter dated 07 November 2011 from Kirk Larson of.the <br /> State Water Resources Control Board (SWRCB) Cleanup Fund (CUF) for the above-referenced <br /> site. The CUF recommended that the EHD consider the site for closure. <br /> The EHD is still of the opinion that the high mass of petroleum hydrocarbons quantified as <br /> diesel (TPHd) in soil on the site warrants additional remediation attempts before site closure due <br /> to the high groundwater usage of the area-, however, in light of the CUF's continued <br /> recommendation for site closure and the limited reimbursable expenses available to the <br /> responsible party once the closure recommendation is made., the EHD is moving the site to <br /> closure.
