i
Messrs Larson and Trommer September 14 2010
2969 E. Loomis Road, Stockton;'CA Page 2 of 2
wells within the 2,000-foot search radius of the site; 2 wells are within 250 feet of the site, 6
more wells within 500 feet of the site, and an additional 7 wells are within 1,000 feet of the site.
The construction details of most of these wells are not known. In the opinion of the EHD, the
high groundwater usage in the area creates the potential for a high exposure to contaminants
fluxed from the estimated 168,000-pounds of residual contaminant mass.
The EHD does not believe that it would be prudent to consider the site for closure at this time
without some attempt to reduce the potential exposure through active remediation. Dual phase
extraction on impacted media was recently pilot tested; a report of findings is pending, but the
consultant informed the EHD verbally that the results were less than expected and that another
remedial technology would be recommended forfurtherevaluation. If a significant portion of the
more volatile fraction of the residual mass can be removed; the risk and hazard posed by the
residual mass may be greatly reduced. The EHD requests the CUF to reconsider their site
closure recommendation. The EHD welcomes, and requests, CUF comments on these technical
issues.
Questions or comments should be directed to Vicki McCartney.at (209) 468-9852 or to Nuel
Henderson at (209)468-3436.
Sincerely,
Victoria L.
