Marci <br /> 20 Mobile Lane <br /> Crescent City, California 95531-8409 <br /> Subject: Marci Property <br /> 2969 Loomis Road <br /> Stockton, California 95205 <br /> Dear Mrs. Marci: <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed 1ST Semi- <br /> annual Groundwater Monitoring Report (2"d Quarter 2010) (report), dated 21 July 2010, <br /> prepared by your consulting firm, Geological Technics Inc. (GTI) for the above-referenced <br /> subject site. GTI states in the report that in June 2010, high vacuum soil vapor extraction <br /> (SVE) was initiated (as part of three dual phase extraction pilot tests) and the remedial <br /> effectiveness of the SVE will be addressed in a report of findings in the third quarter 2010. <br /> GTI recommends that prior to preparing a corrective action plan, the soil and groundwater <br /> data collected during the pilot tests be incorporated in revising the Site Conceptual Model <br /> (March 2006 Revision), dated 20 April 2006, and that the data be used to estimate the <br /> current lateral and vertical extents of the contamination plume and update the mass <br /> estimates. GTI also recommends that a hydro-geological evaluation of groundwater data <br /> be completed to analyze the reported spikes in contaminant concentrations. <br /> The EHD assumes that whenever new data are made available as part of an ongoing site <br /> investigation, that the site conceptual model report will be revised accordingly, and the <br /> report of findings will include current lateral and vertical extents of the groundwater <br /> contaminant plume, and revised mass estimates, if appropriate. If anomalies exist (such <br /> as reported spikes in groundwater contaminant concentrations), the EHD believes it part <br /> of the on-going investigation to examine and provide technical explanation for them <br /> without direction from the EHD. For the sake of clarity, as new data relevant to your site <br /> are developed, you are directed to incorporate the data into the existing site conceptual <br /> model, or modify the site conceptual model, as appropriate, and present interpretations <br /> and recommendations based on the updated site conceptual model to the EHD to most <br /> properly and effectively manage the environmental impacts associated with the <br /> unauthorized release from your former underground storage tank system. <br /> Please submit the report for the three dual phase extraction pilot tests to the EHD during <br /> the third quarter 2010 and include all appropriate information relevant to this site.
