Leaking was obvious at this time and <br /> routine sampling and testing was done A re-dig and <br /> resampling was done by JTO in March 1968 Hydrocarbon <br /> r contamination was found in both series of tests <br /> ' All early work was documented in the report SITE ASSESSMENT <br /> prepared for MDS by Terrestrial Technology, Inc . (TTI ) , <br /> October, 1988 . This report is appended, along with various <br /> ' other EHD and other correspondence reproduced by a <br /> commercial service from EHD files . <br /> Inasmuch as the TTI report was done for MDS and is owned by <br /> i' them, data therein is used freely in this report <br /> CURRENT STATUS <br /> ' The work proposal by TTI was never implemented and various <br /> letters were written by San Joaquin County, Department of <br /> ' Public Health Services , Environmental Health Division, (PHS- <br /> EHD) , most of which are appended. The PHS-EHD determined <br /> that the groundwater had been impacted and that a more <br /> complete study, including the installation of at least 3 <br /> monitor wells , be made In late 1991 , WJH was retained by <br /> MDS to finish the groundwater investigation project Several <br /> delays were encountered owing to the necessity for <br /> collecting data as to previous work <br /> On January 6, 1992, EHD representative Linda Turkette <br /> ' discussed the project with WJH by telephone . It was the <br /> understanding of WJH that at least three monitor wells were <br /> to be bored, soils sampled, and the wells to be completed as <br /> monitor wells which would enable further determinations to <br /> be made as to the extent of contamination. The following <br /> work plan was prepared according to this understanding <br /> ' PROPOSED WORK PLAN <br /> BACKGROUND DATA <br /> Figure 1 shows the location of the MDS proDect site on a <br /> USGS Topographical Base Map. Ground elevation is about 27 , <br /> MSL datum. Figure 2 is a street location map. The small <br /> ' cross street to Loomis Rd. is not shown on this map. A lot <br /> corner survey marker (small pipe driven into ground) was <br /> located at the southwest corner of the lot (Figure 3) This <br /> ' figure also shows the entire site layout and proposed <br /> locations for the monitor wells <br /> ' Figure 4 shows the locations of the water wells used by the <br /> San Joaquin County Flood Control and Water Conservation <br /> District for preparation of groundwater level maps . None are <br /> less than about 3/4 of a mile from the <br /> / project site . These <br /> ' maps are used herein both for approximate determination of <br /> ' 2 <br />
