PUBLIC 'fiEALTH SERVICES
PgUrN
O C
AN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION 2 x
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer 7.
304 E. Weber Ave., Third Floor • P. O. Box 388 • Stockton, CA 95201-038$
2091468-3420
MR FRANK RYAN MAILED JUN 19 199E
FRANK RYAN REALTY
745 DISTAL DR
LOS ALTOS CA 94022
RE: Fuller Mobile Home Park SITE CODE: 2491
365 East Louise
Lathrop CA 94022
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD), has reviewed the June 5, 1996 Phase III Site Remediation Feasibility
Study Work Plan prepared by WHF, Inc. for the above referenced site.
WHF proposes to define the eastern limit of soil contamination from the former
underground storage tank (UST) release by advancing a boring between the property
line fence and MW-3. Soil data gathered at 16455 and/or 16443 Bizzibe Street would
be a more suitable location to obtain this data. PHS/EHD recommends that you and
these two property owners prepare access agreements which will allow the
investigation to proceed.
Implementation of the feasibility study shall not occur until the easterly limits of the
remaining soil contamination from the former UST is determined and the site
assessment is complete.
In the feasibility study portion of the workplan WHF proposes hydraulic aquifer testing
to evaluate the effectiveness of various remediation techniques. Hydraulic aquifer
testing is a method to determine the intrinsic permeability of the formation. Published
data on intrinsic permeability of the soil types present at this site may be used in lieu
of a hydraulic aquifer test. Intrinsic permeability is the measure of the ability of soils
to transmit fluids. Remediation technologies which are dependant on the intrinsic
permeability of the soil are soil vapor extraction, air sparging, bio sparging, bio
venting and natural attenuation.
A Division of San Joaquin County Health Care Services
