Box 388 • Stockton, CA 95201-0388 ciFoe
209/468-3420 n .
MR FRANK RYAN i
FRANK RYAN REALTY
745 DISTAL DR MAILED J U 1. 141995
LOS ALTOS CA 94022
RE: Fuller Mobile Home Park SITE CODE: 2491
365 E Louise
Lathrop CA 94022
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
reviewed the May 4, 1995 Quarterly Groundwater Sampling Report prepared by WHF, Inc. for ,
the above referenced site. '
The report describes sampling protocol, groundwater gradient, summarizes that contaminant
levels are lower this quarter and proposes additional monitoring to calculate a new gradient.
As of January 23, 1995 it appears that gradient is towards well MW-3. Gradient from April 11,
1995 indicates that gradient is away from MW-3. Gradient data from November 30, 1993
indicates a gradient similar to the regional North East gradient. Monitoring wells 1,2 and 3
were surveyed November 30, 1993 by DeLano and Allsup. All the wells were resurveyed on
January 23, 1995 by Delano and Allsup. The collar elevations of MW-1 and 2 were changed
and MW-5, 6 and 7 were surveyed in. Gradient calculations with the original collar elevations
for MW 1 and 2 do not significantly change the apparent gradient. PHS/IIID recommends
monthly depth to water measurements until the gradient can be determined. PHS/EHD requests
all gradient calculations and modeling methodology to be included with the gradient report. The
gradient report may be submitted with the quarterly monitoring report. Until the issue of
gradient is resolved further investigation of groundwater will be limited to quarterly analytical
monitoring.
The tank removal occurred on September 9, 1990. Soil and groundwater contamination was
confirmed and the excavation was backfilled with the tank overburden. Since that time a storm
water pond was installed adjacent to the UST excavation and a groundwater investigation was
initiated. At this time PHS/EHD recommends the remediation of contaminated soil in the
former UST location to prevent this secondary hydrocarbon source from continuing to degrade
groundwater quality at this site.
The out of service ddnldng water well has not yet been abandoned due to the inability to recover
any recorded as built information such as total depth, screen interval and depth of gravel pack
regarding this well. PHS/EHD recommends that this well be destroyed by overdrilling the'
existing borehole. Total depth of the overdrilling may be determined by the professional
judgement of the licensed C-57 contractor during the drilling operation.
A Division of San Joaquin County Health Care Services
