Loewen September 15, 1994 <br /> 19084 Meekland Avenue <br /> Hayward, CA 94540 <br /> RE: Property at 16443 Bizzebe Street,Lathrop, California <br /> MW Environmental Consultants, Inc., is currently involved in the investigation and <br /> definition of the petroleum released from the former underground fuel storage tanks at <br /> Fuller Mobile Home Park, 365 E. Louise Avenue, Lathrop, California. The contamination <br /> plume in groundwater appears to have moved off-site in the direction of your rental <br /> property at the above referenced location. The San Joaquin County Environmental Health <br /> Department has directed Mr. Frank Ryan, current owner of the mobile home park, to <br /> define all of the boundaries of the contamination plume and propose remedial alternatives. <br /> In order to define the limits of the groundwater contamination WHF will need to install a <br /> monitoring well on your property. The well can be located in the dirt driveway to the <br /> north of the house outside of the fence. This will allow for routine sampling without <br /> disturbing the tenants. The monitoring well will be located in a traffic box flush with the <br /> existing grade and bolted shut(see attached). <br /> The Fuller Mobile Home Park underground fuel storage tanks were located on the <br /> opposite side of the back fence of the Bizzebe property. Some soil contamination may be <br /> present at five to ten feet in depth. In order to determine the lateral extent of soil <br /> contamination to the east, WHF will need to drill and obtain soil samples in the area to the <br /> rear of the property(see attached). Unfortunately, this will require .removal of part of the <br /> wood fence on the north side of the house to allow for access of the drillers rig. With <br /> your approval WHF will remove the necessary portion of the fence and replace it in the <br /> same or better condition when the project is completed. Drilling in both locations should <br /> not take more than one and a half days. <br /> WHF will need written consent from you, the property owner, prior to drilling.
