HALTH SERVIOESPUBLIC .
SAN JOAQUIN COUNTY h {
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
2091468-3420
APR 2 8 2000
KAREN PETRYNA
EQUIVA SERVICES LLC
P O BOX 7869
BURBANK CA 91501-7869
RE: Hammer Lane Shell SITE CODE: 1660
7910 Lower Sacramento Road
Stockton CA 95209
San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) has
reviewed the Groundwater Monitoring Report--First Quarter 2000 dated April 19, 2000 that was
submitted by Cambria Environmental Technology, Inc. (Cambria) on behalf of the above
referenced site and has the following comments.
The report indicates a consistent trend of non-detect levels of BTEX and TPHg in the three on-
site monitoring wells, and continued low-level hits of MtBE in Monitoring Well 3. The report
states that"monitoring and sampling will now be conducted on an annual schedule in order to
reduce costs associated with monitoring, sampling and reporting". Cambria states that this
proposed annual monitoring would occur during the first quarter of each year.
Title 23, Division 3, Chapter 16, Article 5, Section 2652(d) of the California Code of Regulations
(CCR) requires that"Until investigation and clean-up are complete, the owner or operator shall
submit reports to the local agency or Regional Water Quality Control Board, whichever is over
seeing the clean-up, every three months or more frequently as specified by the agency". The
Central Valley Regional Water Quality Control Board (CVRWQCB) requires that all
contaminated sites conduct quarterly groundwater monitoring. Article 11 of the CCR, Title 23,
details the Corrective Action Requirements. Following investigation and definition of the
contaminant plumes, the responsible party (RP) is required to prepare a Corrective Action Plan
(CAP), which includes a feasibility study to evaluate alternatives for remediation or mitigation of
the unauthorized release.
Until further notice you are directed to continue quarterly groundwater monitoring at the above
referenced site. PHSIEHD recommends that the RP complete their feasibility study and CAP as
soon as possible in order to hasten this site towards closure. if you have any questions please
call Lori Duncan at (209)468-0337.
Donna Heran, RENS, Director
Environmental Health Division
Lori Duncan, Senior REHS Margare Lagorio, REHS
LOP/Site Mitigation Unit IV Supervisor, Unit IV
cc: Marty Hartzell, CVRWQCB
Joe Neely, Cambria
A Division of San Joaquin County Health Care Services
