The excavation of <br /> the materials would entail the removal, disposal, and replacement of all site surface material <br /> consisting of asphalt and Portland cement concrete. All excavation,transportation,and disposal <br /> activities would be perforated in accordance with all federal,state,and local regulations. <br /> Excavation and abovegaound treatment consists of excavating and treating the soil abow;ground, <br /> on,or off site. This method would consist of thin-spreading the soil on an impermeable liner and <br /> i•• w allowing the volatile petroleum hydrocarbon constituents to be removed through passive w ration. <br /> I _s <br /> The soil would be periodically cultivated to aid in the aeration and introduction of air into the soil <br /> During the aeration period, natural biological activity would also degrade the volatile (and <br /> nonvolatile)organic compounds into environmentally safe compounds (primarily carbon dioxide <br /> l <br /> and water).
