I <br /> have included a copy of all the rental receipts which our <br /> accounting department has supplied back to me in reference to this <br /> project. <br /> In addition to the original receipts there is a receipt for the <br /> month of July 1990 where we again returned to the site and using <br /> a bobcat and compactor leveled the holes where we had run out of <br /> soil before because we compacted to much. Originally we had <br /> compacted to a point where the soil removed from the holes with the <br /> 5 ' bobcat auger was compacted below grade in some holes upon <br /> completion. When we returned we scraped surface soil to bring the <br /> holes to grade and then compacted again. Most of the holes were <br /> less than 8" from grade and some where not below grade to begin <br /> with. I think with all the extra compaction that the soil is by far <br /> compacted greater than any surrounding soil. It is difficult for <br /> me to understand why the health department inspector cannot realize <br /> that the soil is so loose from various excavations and not being <br /> developed that rain and/or surface water penetrates down to the <br /> water table at 10 ' - 12 ' anywhere on site rather rapidly.
