r <br /> 0 ' Section 2 <br /> Site Background <br /> 1 <br /> 2.1 Site Location and Description <br /> r <br /> Tank 43 is an 8500 gallon underground railroad car previously used for storing bunker C fuel oil <br />' to power the facility boilers The UST is located at the west-central area of Stockton <br /> Developmental Center, between a water tower and a laundry/classroom building The location of <br /> r the Stockton Developmental Center with respect to major roads and intersections is presented in <br /> Figure I The location of the project site with respect to the facility is presented in Figure 2 <br /> r Based on geophysical surveying data, the tank is approximately 25 to 30 feet long and 7 to 8 feet <br /> in diameter The UST system includes 90 to 100 feet of piping that connects the underground <br /> tank to a boiler room located at the central plant building The piping is encased in a concrete <br /> ' tunnel buried approximately 3 to 4 feet below ground surface An overview of the tank, piping, <br /> and surrounding features is presented in Figure 3 <br /> Site <br /> 21 S History <br /> ' The UST was taken out of service and emptied in 1990 Due to the presence of the adjacent <br /> water tower, the tank is currently under application for abandonment by in-place closure In <br /> accordance with California Underground Storage Tank Regulations, a soil boring program was <br /> implemented to determine if the UST had previously released fuel into the surrounding soil The <br /> rsoil boring program was implemented in May 1991 by West & Hansen Engineers, Inc Two 20- <br /> foot soil borings were drilled at the east and west ends of the boiler tank to determine if <br /> ' petroleum compounds from the tank had impacted the surrounding subsurface soil Approximate <br /> boring locations are presented in Figure 3 The two borings, designated BI and B2, were drilled <br /> at an angle in order to collect soil samples directly beneath the UST The 15-foot sample <br /> collected from B1 (Sample 13I-1) reported a total TPH concentration of 4,000 mg/kg using EPA <br /> Methods 8260 and 8270, respectively The 20-foot sample reported non-detectable <br /> concentrations of petroleum hydrocarbon compounds <br /> r <br /> TETRA TECH Stockton Developmental Center,Phase If Site Investigation Report Page 2 <br />
