GEOTECHNICAL
NEIL O. ANDERSON ENVIRONMENTAL
AND ASSOC IATES INSPECTIONS a TESTING
LABORATORY SERVICES
POOL ENGINEERING
POST TENSION DESIGN
April 11, 2007
NOA Project Number: E07055A
PHASE II ENVIRONMENTAL SITE ASSESSMENT WORKPLAN
KEMP LAND COMPANY SUBDIVISION
5113 EAST MAIN STREET
STOCKTON, CALIFORNIA
Neil 0. Anderson Et Associates, Inc. (NOA) has been retained by Karl Barnes of Kemp Land
Company to perform a Phase II Environmental Site Assessment (Phase II) as part of their due
diligence process for the subject Site. The Site is planned for develop as a residential
subdivision.
Our office previously completed a Surface Et Subsurface Contamination Report for the Site
(December 2005), which identified a former underground storage tank located on the Site.
Records research indicates that a 550-gallon underground gasoline storage tank was installed
on the subject property in 1957. The tank was removed without a permit approximately six
years ago. This Phase II is intended to address concerns related to residual contamination
from the former tank.
The San Joaquin County Environmental Health Department (EHD) requires a workplan be
prepared before drilling permits can be issued for environmental investigations. A drilling
permit will be required for the proposed boring near the former underground storage tank.
The workplan is organized into the following sections: general information, health and safety
plan, soil sampling procedures, proposed time schedule for work, and report preparation. We
understand the investigation may not proceed until after EHD staff approval of the workplan
and issuance of a drilling permit. A California licensed geologist will oversee the investigation
on the Site.
LODI ■ SACRAMENTO ■ MODESTO
ENVIRONMENTAL DIVISION 902 Industrial Way,Lodi,California 95240 0 209.367.3701 ■ 209.369.4228 fax 0 w .no
