`I'
334 E. Main, Ripon
Page 2
The Shell service station at 341 Main Street, across from this Chevron station,
has performed groundwater extraction to remediate an MTBE groundwater
contaminant plume at their site to protect public water wells operated by the City
of Ripon within 1300 feet of the Shell station. The City of Ripon is concerned
with contaminant plumes that may impact their wells, so you are requested to
communicate with them about your site. The contact at the City of Ripon is Matt
Machado. The mailing address is shown in the copy list at the bottom of this
letter.
During investigation of the lateral and vertical extent of the soil and groundwater
contamination, a feasibility study to evaluate at least two alternatives for restoring
and protecting the beneficial uses of the groundwater must be conducted. This
information will be used in evaluating the most cost-effective final corrective
action to be implemented at the site.
I have enclosed two figures from a report on the Shell station that indicate the
distances of the City of Ripon wells from that site (upper right quadrants of the
figures) and possible divergence of groundwater flow directions between the
shallow zone and deeper zone. The groundwater flow direction in a deeper zone
varies from northeasterly to southeasterly, but diverges between southwesterly
and northerly in the shallow ground water zone. The location of all wells within
2000 radial feet of your site should be identified and plotted on a base map,
construction details of the wells should be provided to EHD, if available. A
physical search for the wells may be necessary since in the past well logs were
not always provided to the Department of Water Resources and permits may not
have been required for well installation. Some private wells may still be located
on properties along Parallel Avenue. This well survey should be submitted to
EHD by March 1, 2003.
EHD recommends you obtain information generated during Shell's site
investigation, coordinate groundwater monitoring/sampling events with Shell and
share data with Shell to determine the groundwater flow direction.
If you have any questions contact me at (209) 468-3449.
Donna Heran, RENS, Director
Environmental Health Department
I W
Margaret Lagorio, Supervising REHS
Unit IV
Enc.
c: Bill Brasher—SECOR
