Main <br /> Manteca, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> Environmental Project Quarterly Status Report dated October 15, 1991 prepared by Ultramar and The <br /> Quarterly Groundwater Monitoring Report dated October 8, 1991.prepared by Resna. <br /> The Quarterly Status Report proposes reinstating the vapor extraction system the fourth quarter of 1991. <br /> Pursuant to Section 280.67, Subpart F of 40 CFR of the Federal Register,PHS/EHD must conduct a public <br /> notice to consider comments on this Interim Remedial Action. Please prepare an Executive Summary and <br /> a draft Interim Remedial Action Plan (IRP) to accompany our public notice prior to reinstating the vapor <br /> extraction system. A draft IRP is to be made available for review at the Manteca Public Library at 320 W. <br /> Center, Manteca. Two copies of the draft IRP should be submitted to PHS/EHD. One copy will be made <br /> available for public review at the PHS/EHD office, 445 N. San Joaquin, Stockton, during normal business <br /> hours. Reinstating the vapor extraction system should be completed only after review and consideration of <br /> comments received during the public comment period. <br /> In a letter on April 18, 1991, PHS/EHD requested groundwater samples be analyzed for TPH-diesel, lead, <br /> and EDB in addition to the contaminants already being analyzed. The above constituents still are not being <br /> analyzed. Please initiate testing for them in the next quarterly sampling. <br /> A well survey of wells within a 2000 foot radius of the site still needs to be conducted. Also a site map <br /> showing product pipeline layout and other underground utilities still needs to be submitted.
