As a <br /> result, by letter dated 29 October 2013, the San Joaquin County Environmental Health <br /> Department (EHD) directed that all field activities cease and a report of findings from the startup <br /> of the ozone remediation pilot study be submitted to this agency along with a report that <br /> demonstrated how this site meets the Low-threat Underground Storage Tank Case Closure <br /> Policy (LTCP) criteria. The EHD also directed that Table 1 - Checklist of Required Data for No <br /> Further Action Requests at Underground Tank Sites found in Appendix A -Reports Tri-Regional <br /> Board Staff Recommendations for Preliminary Investigation and Evaluation of Underground <br /> Tank Sites, dated 16 April 2004, be completed and submitted along with an estimate of the <br /> residual contaminant mass and an estimated time when groundwater would achieve water <br /> quality objectives. <br /> It has been nearly a year and the EHD has not received a response to any of the above <br /> directives. The EHD has discussed this site with the Central Valley Regional Water Quality <br /> Control Board (Regional Board) and the EHD is preparing a Case Closure Summary to submit <br /> to the Regional Board for closure notification. The Regional Board will have thirty days to <br /> respond to the closure recommendation by the EHD. <br /> As required by the LTCP, "municipal and county water districts, water replenishment districts, <br /> special act districts with groundwater management authority, agencies with authority to issue <br /> building permits for land affected by the petroleum release, owners and occupants of the <br /> property impacted by the petroleum release, and the owners and occupants of all parcels <br /> adjacent to the impacted property" must be notified of the pending case closure and of their <br /> opportunity to Submit comments or questions regarding the pending closure to this agency. <br /> Those to be notified include, but are not limited to: East Bay Municipal Utility District, California <br /> Water Service Company in Stockton, City of Stockton Water District, San Joaquin County Public <br /> Works Utilities Maintenance, Stockton East Water District, Stockton Community Development <br /> Department and Stockton Public Works Department.
