San Joaquin County
.C, Environmental Health Department DIRECTOR
.o
a: -+
1868 East Hazelton Avenue Donna Heran, REHS
U): k Stockton, California 95205-6232 PROGRAM COORDINATORS
:.
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
cq `P Website: www.sjgov.org/ehd Kasey Foley, REHS
F o R a Linda Turkatte, REHS
Phone: (209) 468-3420 Rodney Estrada, REHS
Fax: (209) 464-0138 Adrienne Ellsaesser, REHS
May 10, 2013
PUBLIC NOTICE
NOTICE OF FINDINGS REGARDING SITE MITIGATION PLAN
NOTICE IS HEREBY GIVEN that a REMEDIAL ACTION WORK PLAN for
soil and groundwater contamination as a result of unauthorized releases
from the underground storage tank (UST) system formerly located at 2224
Manthey Road, Stockton, California has been reviewed by the San
Joaquin County Environmental Health Department (EHD). The plan is a
proposal to extract petroleum hydrocarbon contaminant vapor from the soil
using soil vapor extraction. Contaminants in the extracted vapor will be
removed by three carbon vapor-phase treatment vessels. An in-situ ozone
sparging system will also be installed to complete a 24-week pilot study.
Ozone will be injected into the subsurface to decompose dissolved
petroleum hydrocarbon contaminants, producing carbon dioxide and water.
The EHD has made a tentative determination that the plan is in compliance
with California Health & Safety Code Chapter 6.7, Section 25299.37 and
California Code of Regulation Corrective Action Requirements, and that the
resultant work will not create significant adverse environmental impacts
which exceed the benefits to be gained from cleanup of the contamination.
The remediation plan is available for public review at the San Joaquin
County Environmental Health Department at 1868 East Hazelton
Avenue, Stockton, California during normal working hours, 8:00 a.m.
to 5:00 p.m.
Final approval for the plan is scheduled for June 10, 2013.
Questions should be directed to Vicki McCartney, Senior REHS, at (209)
468-9852 or sent in writing to her at the San Joaquin County
Environmental Health Department, 1868 East Hazelton Avenue,
Stockton, California 95205-6232.
