(AGE) on your behalf. The CAP was submitted in
response to the EHD directive by letter dated 07 September 2010. In the CAP, AGE
compared four technologies to determine the appropriate remedial method to mitigate
petroleum hydrocarbon-impacted soil and groundwater at the above-referenced site. AGE
recommended, based on site conditions, that performance of an ozone bench-scale test be
completed to assess the affect that in-situ ozone sparging (IOS) will have on groundwater
quality; and performance of a soil vapor extraction (SVE) pilot test be completed to determine
whether SVE will reduce the concentrations of petroleum hydrocarbon contamination at your
site.
The EHD concurs with the recommendations by AGE to perform an ozone bench-scale test
and an SVE pilot test. Please submit a work plan for the ozone bench-scale test and the SVE
pilot test to the EHD by 05 July 2011. Following the ozone bench-scale study, in addition to
submitting the report of findings to the EHD, submit the results to the Central Valley Regional
Water Quality Control Board for their evaluation in regard to the necessity for a waste
discharge requirement (WDR) permit.
By letters dated 15 October 2008, 05 June 2009, and 07 September 2010, the EHD had
directed the advancement of eight cone penetration test (CPT) borings to acquire data needed
to determine the number, location, and screened interval for future monitoring wells. In light of
the documented migration of the methyl tertiary-butyl ether (MTBE) plume in 2008, AGE has
recommended the indefinite suspension of the advancement of the CPT borings, and instead
has recommended that groundwater monitoring wells be installed at locations outlined by the
EHD by letter dated 15 October 2008. The EHD approves the indefinite suspension of the
CPT borings and the installation of four shallow monitoring wells, screened between 10 and
