San Joaquin County
°"'" Environmental Health Department
DIRECTOR
2' G 600 East Main Street Donna Heran, REHS
Q:
Stockton, California 95202-3029 PROGRAM COORDINATORS
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
Website: www.Sjgov.org/ehd Kasey Foley, REHS
Phone: (209) 468-3420
Fax: (209) 464-0138
September 7, 2010
Mr. Dung Thanh Phan and Ms. Nhuan Thi Phan
3524 Morningside Drive
Stockton, California 95219
Subject: California Stop
2224 Manthey Road
Stockton, California 95206
The San Joaquin County Environmental Health Department (EHD) has reviewed Groundwater
Batch Removal and First Quarter 2010 Groundwater Monitoring Report (report), dated 15
March 2010, prepared and submitted by your consulting firm Advanced GeoEnvironmental,
Inc. (AGE) for the above-referenced subject site. In the report, AGE describes the five
groundwater batch removals between 11 January and 26 January 2010, involving monitoring
wells MW-1 through MW-3 and MW-6 as extraction points. AGE concludes that groundwater
batch removal appears to be an effective method for inducing hydraulic control of the methyl
tertiary-butyl ether (MTBE) plume while drawing the MTBE contamination toward the
extraction points for removal. AGE estimates that a total of 0.32 pounds of MTBE were
removed from the 27,400 gallons of groundwater extracted during the five batch removals.
Based on these findings, AGE recommends that an interim groundwater remedial action work
plan that includes the installation of a permanent groundwater extraction system be submitted.
The proposed work plan would include the installation of a four-inch diameter groundwater
extraction well (EW-1) screened between approximately twenty and thirty-five feet below
surface grade, as was previously approved by the EHD by letter dated 10 September 2008;
and an evaluation of the cost effectiveness of treatment and/or disposal of the dissolved
petroleum additives MTBE, tertiary butyl alcohol (TBA), ethyl tertiary butyl ether (ETBE) and
tertiary-amyl methyl ether (TAME). Before the EHD will comment on submittal of the
proposed work plan, you must first submit a corrective action plan (CAP) that compares
various groundwater remedial methods to determine the most cost-effective method for
removing the MTBE plume based on site specific data. Submit the CAP to the EHD by 01
November 2010.
By letter dated 15 October 2008, the EHD conditionally approved the advancement of eight
cone penetration test (CPT) borings and the collection of grab groundwater samples from
discreet borings advanced adjacent to the eight proposed CPT soil borings. Data acquired
from the CPT investigation would be utilized to determine the number, location, and screened
interval for future monitoring wells. By letter dated 05 June 2009, the EHD approved an
extension to advance the eight CPT borings to the second quarter 2010. To date these CPT
borings have not been advanced at this site. You are now directed to submit an encroachment
permit from the California Department of Transportation (Caltrans), a boring permit application
and permit inspection fee per parcel to the EHD and complete the fieldwork by 01 December
2010
