Box 2009
Stockton, CA 95202
REVIEW OF FINAL REMEDIATION PLAN FOR ROYAL OAKS SAVINGS &LOAN - 310 NORTH MAIN
STREET - MANTECA, SAN JOAQUIN COUNTY
Below is a staff review of Royal Oaks Savings & Loan's Remediation Report.
The following staff comments should be incorporated with your correspondence:
1. We agree that the excavated soil at the site has been sufficiently
remediated and no further action regarding this soil is required. We
recognize that some contaminated soil was left near MW2 in the southwest
corner of the site. The quantity of the remaining contaminated soil left
in the ground near MW2 is to be calculated.
2. In the Final Remediation Plan, Addendum #II, dated 24 January 1991 , you
proposed to begin pumping the ground water and to use the water for
on-site construction use if levels of hydrocarbons were nondetectable. If
detectable levels of hydrocarbons were found in the water, then it was to
be treated and discharged into the city sewer. Since then, in a follow-up
Letter Report, dated 29 March 1991, you request to continue monitoring
only, because the levels of contamination have dropped to nondetect for
all but one of the wells. We recommend that you continue to do quarterly
monitoring.
3. The ground water flow direction has. varied from the northeast to the
southeast at different sampling events. Several wells have been installed
at the site; however, if the gradient is to the northeast, there is no
downgradient well . Therefore, a monitoring well is to be installed and
sampled between MW4 and MW6 by 3 June 1991.
4. The domestic well identified as well #8 on plate #3 of the Preliminary
Report, dated 28 November 1988, is about 800 feet downgradient from your
site and must be sampled for TPHg• and BTEX.
If you have any questions, please call me at (916) 361-5723.
JAMES MAUGHAN
Area Engineer
JBM:gs
