PUBLIC HEALTH SERVICES pPqu -
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H.
Health Officer
C4C/FO'R N`P
P.O. Box 2009 (1601 East Hazelton Avenue) • Stockton,California 95201
(209) 468-3400
"APR 1 1991
J
WILLIAM HEMPHILL
ROYAL OAKS SAVINGS AND LOAN
P O BOX 1007
MANTECA CA 95336
RE: Royal Oaks Savings & Loan IN REPLY REFER TO SITE CODE: 2393
510 N. Main
Manteca, CA
We have completed our review of the Final Remediation Plan dated
October 24 , 1990; the Final Soil Remediation Report Amendment #1
dated December 13 , 1990; and the Final Remediation Plan Addendum #2
dated January 24, 1991 submitted by WHF Environmental Consultants,
Incorporated.
Based on the information provided in the above reports, we agree
that the soil at this site has been sufficiently remediated and
that no further action regarding the soil is required.
On February 8, 1991, Margaret Lagorio, Senior REHS, met with you
and your consultants at our office to discuss this site. At that
time groundwater investigation and remediation activities were
discussed. It was our recommendation that further investigation of
the site be conducted before groundwater extraction is started.
On February 11, 1991, and March 12 , 1991, water samples were
collected from the existing monitoring wells. Our office has been
verbally notified by Steve Furnas, WHF Environmental Consultants
R. E.A. , that, based on the results from the February 1991 sampling,
groundwater extraction was no longer being recommended by their
firm. The sample results from February and March 1991 should be
incorporated into a new groundwater remediation plan and submitted
to our office.
Existence of a downgradient well should be confirmed. In January
1989 the gradient was shown to be to the southeast, in February
1989 and November 1989 the gradient was shown to be to the east, in
December 1990 the gradient was shown to be to the northeast.
Documentation for gradient determination should be provided to this
office and additional measurements should be made to confirm the
gradient. If the gradient is confirmed to be to the northeast, a
monitoring well should be placed in that direction.
A Division of San Joaquin County Health Care Services 0
