 ou orsr.
P.O.BOX 326 3025 NAVY ORIVE
STOCKTON.CALIFORNIA 95201
PHONE 462-8707 o,4624685
December 21, 1998
San Joaquin County
Environmental Health Division
P.O. Box 388
304 E. Weber Ave.
Stockton, Ca. 95201
Attn: Unit IV Supervisor and Letitia Briggs, REHS,Unit III
In Re: Jamar Exxon Main Street, Stockton,Calif. 95215
As you are aware, this is an Exxon service station site and the
underground fuel storage tanks were recently removed under proper
permit. We are, at great expense and sacrifice, upgrading this site
to comply with the federal regulations. It is our understanding that
San Joaquin County requires that all soil sampling results be faxed
or mailed directly to your offices. I have reviewed the sampling
results and it is my understanding that the small quantity of TPH
as gasoline is minimus and should require no further work. I am aware
that although there is some indication of fuel additives also present,
there are currently no regulations in place nor are there any actual
scientific studies available to support any additional remedial work.
There is currently approximately two hundred (200) yards of soil
which has been excavated for removal of the three (3) tanks. If any
remediation of that soil is required, I will apply for an aeration
permit from San Joaquin Valley APCD. You may or may not be aware that
I own an acre of land on Navy Drive and it is completely paved, primarily
with concrete. There is more than ample room to aerate soil at that site.
I also herein request the soonest available time from L. Briggs that
I might order my new tank be delivered for placement in order that I
bring this site back on lineproducing income and tax revenue. This
ordeal has been very expensive and very much an economic hardship. As
soon as I know Ms. Briggs is available, I may notify the transport company
to deliver the tank and arrange for the crane to off load the tank. I
look forward to hearing from you and appreciate your assistance.
Yours Truly,
n
Jay Mcllrath
