Former Beacon Station No. 12474 March 18,2002
Stockton California Problem Assessment Report/Corrective Action Plan
4
9.0 REMEDIATION OBJECTIVE OPTIONS
Remediation alternatives are selected on the basis of remedial objectives evaluated, in part,
by the present and potential future uses of the groundwater resource at the site and the
potential threat posed by the impact to human health and the environment. The ideal
remediation goal would be to reduce constituents to non-detectable concentrations. As in
most cases, this goal is not economically or technically feasible, or necessary to protect
human health and the environment.
The site is currently used as a retail gasoline statim. Site usage is not expected to change in
the foreseeable future. Historical groundwater monitoring data indicate that impacted
groundwater plume has remained relatively stable. The lateral and vertical extent of
petroleum hydrocarbons in soil and groundwater are effectively delineated by the
environmental data gathered to date.
9.1 Remediation of Soil and Groundwater To Non-Detectable Concentrations
Remediation to non-detectable concentrations or natural background concentrations in soil
and groundwater at the site would likely require additional excavation, and long-term in-situ
soil vapor and groundwater extraction. It is Horizon's professional opinion that remediation
of petroleum hydrocarbons in soil and groundwater to non-detectable concentrations is not
economically or technically feasible within a reasonable period of time, or is it necessary to
protect human health and the environment.
9.2 Remediation To Maximum Extent Feasible for Protection of Beneficial Uses of
Groundwater
Remediation of petroleum hydrocarbons in soil and groundwater to maximum extent
feasible for protection of beneficial uses of groundwater would likely require long-term in-
situ soil vapor and groundwater extraction. Remediation of the groundwater to maximum
474 PARCAP3-02,doc 18
Project No. 1474.23 HORIZON ENVIRONMENTAL INC.
