March Lane
Stockton, California
Delta Project No. D095-066
Dear Mr. Ralston:
At the request of Unocal, Delta Environmental Consultants, Inc. (Delta), has been authorized to
submit information in accordance with California Code of Regulations Title 23, Division 3,
Chapter 16, Article 5, Section 2652,Reporting,Investigation, and Initial Response Requirements for
Unauthorized Releases. It is Delta's understanding that Unocal previously committed and has
submitted an Underground Storage Tank Unauthorized Release (Leak) Contamination Site Report
(USTURR) form HSC 05 (8/90) to the San Joaquin County Public Health Services Environmental
Health Division (SJCPHS-EHD); however the SJCPHS-EHD has requested a full written report.
Based on information available to Delta, the following information is presented:
Owner's Name and Telephone Number
Unocal Corporation
2929 Imperial Highway Room 2106 1
Brea, California 92621
(714) 572-7589
Types. Quantities, and Concentrations Released
Water samples collected from the ballast water remaining in the damaged diesel tank was analyzed.
Reported concentrations of total petroleum hydrocarbons (TPH) as diesel were 61,000 micrograms
per liter (ug/L). Benzene was not reported above the laboratory's limits of detection. TPH
quantified against a gasoline standard was reported at 21,000µg/L, however the laboratory indicated
that this concentration is due to the diesel present in the water and the partial overlap of the diesel
and gasoline chromatagrams. A table presenting a summary of the analytical results from the water
sample collected from the diesel tank is presented in Table 1, Diesel Tank Ballast Water Analytical
Results. Copies of the laboratory reports are presented in Enclosure A.
i
I
I
Providing a Competitive Edge
9
